Best Advice to New HIE: Identify a neutral and independent forum where health care stakeholders can convene to safely discuss the array of existing capabilities and issues.
COHIE's vision is to Implement connectivity between healthcare entities to allow appropriate point-of-care patient information to be accessed by healthcare providers. Data will not be collected into a central repository. Rather, the technical infrastructure will allow for secure messaging using mutually agreed upon standards, consistent with national recommendations (i.e. National Health Information Infrastructure). Standards will allow data to be viewed as information, which can be leveraged for knowledgeable healthcare decision-making. Along with the technical systems, a collaborative and impartial governing organization will define and maintain appropriate agreements for participation, security, data access and system maintenance.
COHIE's mission is to design and implement an infrastructure that facilitates health information exchange, where and when needed for optimal patient care. Additionally, its mission is to create an inclusive community oversight process that ensures secure and proper use to benefit Coloradans, by improving individual and population health and the health care systems upon which citizens depend. COHIE's goals are:
- To improve patient safety, by allowing patients and providers to make informed decisions based on a more complete view of a patient’s medical history;
- To improve the efficiency of care delivery, by allowing providers to make appropriate decisions the first time avoiding redundant or unnecessary actions or treatment;
- To improve the quality of care, by supporting patients and providers with current information on best practices, guidelines or evidence-based documentation;
- To build a sustainable infrastructure that provides information to patients, providers and public health officials at the time it is needed and requested;
- To support the infrastructure and capacity to improve care through a sustainable business model where the cost of information exchange is supported through transaction fees paid by the consumer(s) of information services and
- To drive the cost of transaction down by improving the economy of scale and enhancing the demand through increasing the value of service.
COHIE has created an organizational structure designed to pursue the primary short terms goals as well as to engage with the Colorado stakeholders beyond the partner institutions. Regularly scheduled meetings have facilitated a climate of accelerated communication and cooperation.
