Involve state agencies and organizations -Involve health plans as soon as possible. Design projects that allow for short term outcomes measurement.
The Maryland/DC Collaborative for Healthcare Information Technology endeavors to build a secure, HIPAA-compliant, regional healthcare information organization (RHIO) in the Maryland/D.C. region and evaluate the distribution of value among stakeholders within the healthcare industry measuring impact on patient safety, quality of care, and efficiency.
The Collaborative began as a grassroots, independent, provider-led initiative in 2001, and now expanded to include the broader healthcare environment as a non-profit, State supported, 501(c)3 organization. It brought together state, provider, community hospital, academic health system, health plan, and employer leaders to create an agreed upon governance structure with a willingness to move forward in unison. Additionally, it raised over $1,000,000 in funding over the last two years including contributed resources to support the planning and start-up of the Collaborative. It also designed a detailed implementation and evaluation community pilot project, which will identify technology adoption and healthcare quality incentives to determine a sustainable business model. With the support of ARINC and the CIOs from the hospital and academic health system member organizations, drafted a technical specification document/RFP for the architecture of a secure, HIPAA compliant, community data exchange () infrastructure serving the needs of providers, hospitals, payers, ancillaries, pubic health entities, pharmacists, and patients across the Maryland/DC area.
